Most people asking this run a business that already works and want an app because a customer, a competitor, or a gut feeling says they need one. A clinic wants patients booking without the front desk phone ringing. A contractor wants site supervisors logging progress instead of sending WhatsApp voice notes the office transcribes by hand. A restaurant wants its own ordering rather than paying Talabat and Noon fifteen to thirty percent per plate. You are not buying an app. You are buying the removal of a specific manual job, and the price should be judged against what that job costs you today.
Where the numbers actually come from
The three quotes differ because they are answering three different questions.
- AED 25,000 to 60,000, the template build. A small studio or freelancer configures an existing framework, skins it, connects a payment gateway, ships to the stores. Fine for a straightforward booking or catalog app where your business is not doing anything unusual. This is off-the-shelf with your logo on it.
- AED 70,000 to 180,000, the custom build. Designed screens, a proper backend, user accounts, an admin panel your team actually uses, integration with one or two systems you already pay for. This is where most serious SME apps land, and where they should.
- AED 200,000 to 400,000+, the platform. Multiple user types, real-time features, complex logic, integrations with an accounting system or an ERP, the kind of thing that becomes core infrastructure. If a supervisor, an accountant, and a client all live inside the same app doing different jobs, you are here.
The line items behind those totals are consistent no matter who quotes you. Discovery and design runs AED 8,000 to 30,000. The backend and database, the part nobody sees and everybody underestimates, is often forty percent of the build. iOS and Android together roughly double a single-platform cost, which is why cross-platform tools like Flutter and React Native now do most of the sensible work: one codebase, both stores, maybe seventy percent of the native price. Then testing, store submission, and the Apple and Google developer accounts at around USD 99 and USD 25 respectively.
The costs the cheap quote does not print
The AED 25,000 quote is real. What it leaves off the page is what makes it expensive.
An app is not a delivery, it is a tenant with a monthly rent. Servers, hosting, and database costs run AED 500 to 5,000 a month depending on load. Apple forces you to resubmit for OS updates roughly yearly or the app breaks. Payment gateways in the UAE, Telr, Network International, Stripe, take their two to three percent forever. And the quiet one: when your one freelancer stops replying to WhatsApp, your codebase is a locked room and the next developer quotes you AED 40,000 just to understand what the last one built. Budget fifteen to twenty percent of the build cost per year to keep the thing alive. A team that does not mention maintenance in the proposal has either forgotten it or is hoping you will.
There is also a VAT reality people miss. App development is a standard-rated service, so add five percent, and if you sell digital goods or subscriptions through the app, the FTA treats that revenue like any other. Price the app including its tax tail, not just the invoice.
Do this yourself, or bring someone in
If your app is genuinely a booking form, a menu, or a simple catalog, and your business does nothing a thousand other businesses do not also do, do not commission a custom build at all. A no-code tool like Glide, Adalo, or Softr will get you live this month for a few hundred dirhams a month, and you can prove customers actually use it before spending a fifth of your annual profit finding out they will not. Buy small, prove value, then expand. That order almost never fails.
Bring in a studio when the app has to talk to something you already run, when more than one type of user depends on it, or when it becomes the thing your operation runs on rather than a nice-to-have beside it. At that point the integration and the staying-power matter more than the pixel design, and that is exactly the work a freelancer priced at AED 30,000 cannot carry. We build in this band, and the honest tradeoff is that it costs more upfront and more monthly than the template. What you get back is an app that still works in year three and a team that answers when it does not.
